I think, all the games (except for some possible minor titles or one big exception) Will be exculsives. They want to push the gamepass on Xbox and PC. Having super popular games on GP (which is the strategic and ultimate aim of MS) will do the trick in 2 or 3 years. Releasing the games on rival platforms will defeat the purpose. They want to use Bethesta games for selling a SERVICE, and not to profit individualy from titles.

All the big guns (including, Doom, Wolf, Fallout, and Elder) will be exclusive. But they will annonce it gradually to avoid any media backlash/backfire. They did not pay 7.5 billion to develop games for their competition. This is their ultimate strategy to push game pass by overcrowding it with permanent and day one popular AAA titles.
P.S Switch is not MS direct competition.

Xbox has been always suffered due to idiotic pricing decisions. In pervious generation, their decision to make Kinect mandatory and the rumor of being always online, single handedly buried the Xbox One. And now this. The console market is extremely competitive (especially in the early phase of the competition). One mistake (particularly pricing mistakes) results in loosing the competition. On the contrary, Sony has been always prudent regarding pricing decisions (except for PS3 pricing, which, they compensate by reducing the price and making online gaming free). We all remember how their decision to sell PS1 on 299$ knocked out the highly anticipated Sega Saturn.
