It seems XPA is mostly recent in-house titles, indies that take Game Pass development money, and maybe the occasional flyer from a big developer like Sega (but unfortunately not all their games).

But every now and then, when there’s a sale at the Xbox.com online store, I come across a title that is listed as playable on both console and PC, and I’m much more likely to buy those. Sometimes they are XPA and sometimes they are not, but the difference is only save states and achievements, so I don’t feel too strongly about that.
Even the official list of XPA games on the web site has random omissions of games that are tagged as XPA on their store page. It’s really a shame that MS does not manage the cross-buy titles better. I think it would be a big draw for both their platforms.
I believe actually some games are cross-buy between Xbox console and Windows without actually being Xbox Play Anywhere. XPA requires cross-buy plus the ability to share save states and achievements between your console and Windows versions of the game. (I care much more about the cross-buy part, so understood that is the focus of the article.)
The implementation of XPA remains somewhat glitchy. About a third of the games in the program don’t actually show up in the Windows Xbox app (though you can download them just fine from the Windows Store app and on console), and several (such as the recent Tomb Raider remastered bundle, Inspector Gadget Mad Time Party, and Tiny Pixels Nimpo Blast) are or were advertised as XPA and then turned out not to be.
I pre-ordered when it was first available, when it was advertized as Xbox Play Anywhere. Now I just saw that they've removed the XPA feature. I never played it back in the day and was looking forward to trying, but it's not worth the $27 if I don't get both the console and PC versions. Very annoyed and complaining via the Xbox store. Hopefully I'll get refunded and maybe pick it up later when it's on sale.
