Ark: Survival Ascended will officially release for Xbox on November 21st at 9am PT / 12pm ET / 5pm GMT.
This was confirmed by the development team in an announcement on Twitter:
"We're thrilled to finally confirm that the launch date has been set for this Tuesday."
The initial reason for the delay was because the game was still going through a certification process with Xbox, but now that process has been successfully "navigated". It resulted in a postponement of exactly one week.

Ark: Survival Ascended is not planned for an Xbox One release. The original version of the game known as ARK: Survival Evolved (released back in 2017) is still available for Xbox One players, however.
