Topic: Rechargable Battery Pack Question

I recently setup Xbox Cloud gaming on my TV (which works great thus far!) so brought the official controller and official Xbox Series X Rechargeable pack. However, when I insert the battery and connect the controller to the supplied USB-C cable no lights come on. I am able to use the controller at the moment wirelessly but just wanted to know if (A) it is only working because the battery came semi-charged and (B) is the controller meant to light up when I plug in the charger?. The controller rumbles momentarily when I take the cable in and out but there appears to be nothing telling me that it is actually charging!

I’m only using it for Cloud gaming through my TV and don’t own an Xbox console.
