We never got any real DLC packs for Grand Theft Auto 5, which is a crying shame given how brilliant the main story mode is. GTA Online took up most of Rockstar's time, as the mode grew in popularity. However, it looks like we might be moving back towards proper single-player DLC with GTA 6.
Renowned Rockstar reporter Tez2 has taken to the GTA forums to discuss Rockstar's post-launch plans with Grand Theft Auto 6. They say that the developer will be pivoting towards proper expansions this time around, similar to the team's plans before GTA Online exploded in popularity.
The "expanding over time" means Rockstar will go back to how they were planning future content before GTA Online success boomed.
When GTAV released, development on SP DLC already started prior to release. That's how we found out about the audio files mentioning the Casino opening soon and other activities. Additionally, Liberty City was being ported to V, but at very early stages of development. Both projects have been scrapped, of course, back in 2015.
The first wave of "new cities and missions" we will receive as DLC will definitely be planned out before VI releases. And Rockstar will be able to allocate resources towards whatever new title they will work on after VI release.
As for the new cities, I think for the most part we will receive instanced new cities or islands. Like Cayo Perico or North Yankton style. That way, Rockstar can introduce a new heist for the next GTA Online mode with each new DLC. If we are lucky, we could receive a fully fledged new city from time to time.
If true, this is music to our ears. GTA IV received some great post-launch DLCs in the form of The Lost and Damned and The Ballad of Gay Tony, and if we're heading back in that direction that's only good news as far as we're concerned. This is only a report for now, but regardless, here's hoping!

have a hard time believing that GTA 6 online wont be their focus... seems to be a huge cash cow on top of the franchise......
Well of course they will...but it will be in the shape of releasing the main campaign, I would think. I guess they could try marketing it as expansions to win some accolades...will all depend on how big what's on the disc is. But it was reported a while back that gta6 sp may release in chunks...this is probably going to add weight to that...rather than something like gta4 release with dlc expansions afterwards

So they had 7 years, and billions of dollars to make GTA V DLC, but they just never got around to it?
@PhileasFragg They originally were going to make single player DLC for GTA V, but when the online took off and became a massive hit, the expansions were either canceled or reworked into GTA Online missions.
Then I'll buy the game after they release the DLC, because otherwise I'm done with Rockstar. Great news if true.
So a live service you have to purchase each update individually? I'd make a joke about paying $500 for GTAVI, but considering the amount of re-purchases GTAV had, that's not even new.

Dont even know what GTA 6 will be like under the new writers & other creatives working on it I wouldn't count my chickens before they've hatched
