Suicide Squad: Kill The Justice League - Xbox Release Date
Suicide Squad: KTJL has two release dates. The earliest possible way to get access is via the Digital Deluxe Edition of Kill The Justice League, which launches three days earlier than the main version on January 30th.
The standard edition of Suicide Squad: Kill The Justice League has a release date of February 2nd.

Suicide Squad's Xbox release occurs at midnight local time, aside from PT where it's 9pm.

Suicide Squad: Kill The Justice League - Xbox Release Time In New Zealand
As usual with many Xbox releases, the New Zealand version launches before the rest. Suicide Squad: Kill The Justice League releases at midnight local time in New Zealand, which equates to 3am PT / 6am ET / 11am GMT.
It's up to you if you want to take advantage of the New Zealand method on Xbox, but it's something to do at your own risk - we wouldn't advise it! It's also worth noting that spoilers may crop up online from the New Zealand launch.
Suicide Squad: Kill The Justice League - Xbox Preload
If you've pre-ordered Suicide Squad: Kill The Justice League on Xbox, you should be able to preload it now.
Alternatively, even if you're not sure about whether to buy it yet, you can use the official Xbox app on Android and iOS devices to preload Kill The Justice League ahead of time. Simply go to the search menu in the app, type "Suicide Squad: Kill The Justice League", and you should then see a button with the words "Download to Console".

This game is gonna be known as Suicide Squad: Kill Rocksteady.

Having played the closed beta, this game is every part as awful as it looks. The story is fairly interesting and there are some neat moments to have but overall the gameplay is worse than the Avengers
I enjoyed Gotham Knights despite the really poor reviews so I am still hopeful for it. Definitely a wait for sale game.

I saw the leaks and let's just say that Rocksteady and Warner Bros really said screw you to long time Arkham fans. Sucks that this is Kevin Conroy's last game.

I bought The Avengers game when the price totally collapsed, might do the same with the Suicide Squad...Still sad to see the studio behind the Arkham trilogy doing something like this.

It's pretty messed up how much of a warpath IGN is on against this game. They post an image and headline saying the game received a 37% discount before release but buried in the linked article is the fact that they are referencing a single eBay listing as a "sale price". So basically a very small number of digital codes of this game were discounted by one ebay account(and probably obtained in a questionable manner). That site is pretty embarrassing these days. They clearly want this game to fail and are capitalizing on the negativity market.
It's probably not going to be a good game but this effort to torpedo the game seems excessive.
I might grab this on a deep discount for the story.
