It's not uncommon for the Xbox Network to suffer temporary outages from time to time, and that's how we've started this week off in a bunch of European countries - with an error message displaying a code of 0x803f9008.
The error message that displays with 0x803f9008 says that "for this game, you need to be online". If you see this today, or at any point in the future, it's worth checking the official Xbox Status page to see if anything is wrong with Xbox Live.
The good news is that in this specific instance, it looks like reports are beginning to slow down already, so hopefully it was just a fleeting problem. If you do come across the error message though, you at least know what it refers to!

In Europe and didn't have this problem this morning as I racked up my 15 minutes for rewards

What happened to me is that I lost half of my library a few weeks ago. Well, not lost, but the games don't appear.
