We've had a lot of updates from CD Projekt RED on both Cyberpunk 2077 and The Witcher 3 recently, largely due to a substantial investor call that took place this week. Well, within that call the team touched on Xbox Game Pass, and whether Cyberpunk 2077 is being considered for the service.
In short, not right now but the team doesn't rule it out indefinitely. Basically, they say that if any talks are ongoing for subscription services like Xbox Game Pass, they'll be announced in the future, "at an appropriate time":
"As for the second question – whether there are any potential deals with Xbox [Game Pass] and PlayStation [Plus] – we’ve done some deals in the past, but if there’s any deal happening, we’ll only be able to talk about in the future, and anything that’s going to happen will be announced at an appropriate time. We don’t have anything on this matter to share now."
So yeah, it's safe to say Cyberpunk 2077 doesn't look to be coming to Xbox Game Pass anytime soon, but never say never. Remember, The Witcher 3 was once included in the Game Pass library, before it left the service in March 2021.

For the level of suck that this disappointment is it sure gets a lot of press.
Enjoyed it on Ps5 once it was fixed. I will not buy it again to play on series x. If I were to play it again however, I would 100% play on PC
My money's on November...
It would make sense top do it when the dlc is about to launch, there are people who are still worrie about paying for cyberpunk, so put it on gamepass so they can try it for "free" and with the benefits of the updates (like the cop one) and when they enjoy it have the DLC marketing ready.
I still haven't returned after starting the first hour at launch and then stopping for the Series X patch and it was also included in my PS5 shop created bundle that I haven't yet opened/installed so I am not bothered if/when it comes to Game Pass (I only have PS+ essential) as I can play it anytime anyway.
I'd probably be more tempted to jump in if it came to Game Pass as its so much easier as its already installed (no need to download or reinstall) and don't need to swap discs and can keep playing whatever 'non-game pass disc based game' I currently have in my Xbox.
I've got to want to play it more than whatever other games I own on disc to swap them and I'm that's not happened with the 'updates' yet, and being ready to jump straight in without deciding to put another game away for a time would encourage me to retry Cyberpunk...
