Let's look at an example in the form of Glyphs of Gitzan. In the base game, you could get 1,000G for completing various levels on the way to level 50, while in this latest title update, it's the exact same situation except the achievements pop on certain other levels when you complete them, such as on level 6 instead of level 4.
Obviously the difficulty of the achievements varies per-game, but the majority here should be pretty easy. As for why it's allowed, Microsoft says in the rulebook that games can add achievements on a "semi-annual" basis:
"Titles are permitted to add achievements or gamerscore at any time after launch, with or without corresponding new content, but they cannot exceed title-based or calendar-based limits."
"Note: "Semi-annual" means January-June, July-December. Base game achievements and Gamerscore do not count towards the semi-annual limits."
The only major rule that needs to be abided by is that the achievements "represent a thorough exploration of or engagement with game content", and 200G also has to be the maximum for each individual achievement. As far as we can tell, every game in this list has taken those restrictions into account.
