If you want an Xbox Series X|S dashboard background that's a bit different from the existing wallpapers, you might be interested in the latest browser update.
The built-in Microsoft Edge app for the current-gen Xbox systems now allows users to search for images and then apply them as a background on the Xbox dashboard.
Here's a demonstration from The Verge's senior editor, Tom Warren - who also notes animated GIFs, unfortunately, won't work.
If you would prefer dynamic themes, last week Xbox added a few new ones based on Halo and Wasteland. There's also a relatively new Xbox 360 one celebrating 20 years.

Custom image as background? Glad to see Series X is keeping up with the checks notes Playstation 3
@PhileasFragg We've been able to select a custom background for years on Xbox One (Same OS), this feature is new as it is allowing you to do it directly from Edge browser instead of a USB stick. It's just another option.
@Royalblues Just the option to make the tiles smaller or even minimise them to one per row until you click to expand them would be nice.
The Home Screen style looks horribly dated and I hate it. Please give us a new look!
Anyone have any idea if the max resolution is 3840 x 2160 for these backgrounds, as one would assume? Or if it supports HDR?
Also, I specifically asked for this feature in a previous "Pulse Survey" for insiders. I wonder how many others were asking for this feature?
Now all they need is to add extensions!
