SEGA has announced that Phantasy Star Online 2 is officially coming to Steam for PC on August 5th, 2020, and this version will include both cross-play and cross-progression with Xbox and Windows 10.
Speaking to US Gamer, the company explained that you'll be able link your account between Steam, Windows 10 and Xbox One, and it will release a guide for this on the game's official website soon.
Furthermore, PSO2 TEAM North America’s head of marketing Fred White confirmed that with the release on Steam, the game will finally be available to more players - 36 regions in all:
"It is our goal to bring Phantasy Star Online 2 to as many players as we can... We have heard the requests for a Steam launch, and we are excited to announce that soon Steam users in 36 countries on six continents will be able to experience PSO2 on their platform of choice, including popular features like Steam Achievements and Remote Play."
SEGA has also confirmed that Phantasy Star Online 2's Episode 4 update will release across all platforms on the same date next week, introducing "new Story Missions, Urgent Quests, Battle Arena, Crafting, and much more."

@JON22 Can't you change your console's region, download the game, and change back? That's what I used to do on Xbox One.
@F3NIXII I could do that but I shouldn't have to do that, especially now that it's going to be available in the uk on steam from a list I saw that someone screenshotted on Twitter. Also I'm not doing that because I'd rather have it available to download without jumping through hoops. Really pi55es me off when Xbox locks out some of their player base and makes things US only.
@JON22 I agree that it should be readily available in the UK. But in fairness, the hoops you have to jump through are as minor as you can get. You swap to US, download game, swap back, and that's it. Play as though it was another standard UK game. You can keep you console set to UK and still play the game after you've "bought" the game on your account. It's not like you have to swap it to US everytime you want to play.
@JON22 I understand the frustration, but as far as I can tell, this is a Sega published title (even if Microsoft is doing the localization) and its entirely up to Sega what regions they make the games available for.
I like it that both cross-play and cross-progression are becoming launch features in games. This should be the standard going forward. 😊

Of course, but it's a lot easier to blame MS/Xbox for everything. 😑
I know I can easily switch my region then switch back but I don't want to as just the thought of doing that annoys me. Also I'm paranoid I might get banned as rare as that may be.
